Meghalaya’s Startup Ecosystem Continues to Be the Top Performer in India

Mumbai, 18th January 2024: Meghalaya received the accolade of Top Performer State at the National Startup Awards, 2022 held as part of the National Startup Day celebrations on 16th January 2024. Having secured the position of Best Performer the previous year, the state continues on a sustained trajectory of developing its startup ecosystem.

This success is a culmination of the Chief Minister’s vision and leadership. A few years ago, Meghalaya was faced with two contrasting circumstances. On the one hand, the state was at the zenith of a demographic dividend with more than 72% of its population below the age of 35. On the other hand, there was a dearth of employment-generating industries.

Being an entrepreneur himself, Shri Conrad Sangma took a set of innovative steps to convert the state’s sizable youth population into job creators instead of job seekers. He spearheaded efforts that materialized into the Meghalaya Startup Policy 2018. It was introduced to make the state “India’s leading startup hub by 2023”.

In pursuit of that target, the state government launched the PRIME (Promotion & Incubation of Market-driven Enterprises) program in 202o for building a startup ecosystem. PRIME has been instrumental in catalysing the state’s startup revolution. Chief Minister’s E-Champion Challenge and the PRIME Incubation program are cornerstones of this effort. It is a recurring annual event through which promising youngsters are selected to pitch startup ideas in front of industry experts, successful entrepreneurs, and government officials. The program currently supports about 5,500 entrepreneurs and more than 200 startups. Many of these have received seed funding and zero-interest scale-up loans.

A large number of incubation centers called ‘PRIME Hubs’ are currently being set up where new entrepreneurs are offered state-of-the-art workspace and supportive infrastructure for processing, packaging and value addition activities. These PRIME Hubs also facilitate market access for entrepreneurs to realize premium prices for their products in local and overseas markets.

Meghalaya has been witnessing the success of these market linkage strategies for well over a year now. In December 2023, a large consignment of GI-tagged Khasi mandarins was sold during the three-day ‘Zest Fest’ held at Bangalore. Earlier in the year, world-famous Kew Pineapples and Lakadong Turmeric from the state was exported to premium retail outlets in the Middle East.

Recognizing Meghalaya’s matrilineal society, 20% of the funding support offered under the PRIME program is reserved exclusively for women entrepreneurs. A large number of women have benefited from this support and are currently running thriving businesses in traditional handloom and other innovative trades.

To take the PRIME program to the next level, the Meghalaya government launched the CM-ELEVATE program last year. The program has an ambitious target of supporting 20,000 entrepreneurs over the next 5 years with 35 to 75% subsidy on the project cost for 15 different trades. As a massive thumbs up to the effort from the people, the scheme has already received more than 30,000 applications.

As a precursor to the Top Performing State Award, Meghalaya was prominently featured as a ‘Focus State’ at the World Food India 2023 event held in New Delhi in November 2023. In January this year, the state was awarded the second runner-up trophy at the One District One Product (ODOP) Awards held during the Aatma Nirbhar Bharat Utsav 2024 in New Delhi. The Startup Award is now the latest feather in the state cap.

The awards are made after a stringent process that involves telephonic interviews of candidates and legal review of businesses by independent third-party evaluators. Meghalaya’s efforts in specifically in Funding Startups and in providing Incubation & Mentorship have been recognized by the Government of India. The award was received by the Meghalaya Government’s Commissioner Secretary for Finance & Planning, Dr. Vijay Kumar from the Union Minister for Commerce & Industry, Shri Piyush Goyal at a ceremony in New Delhi.

This felicitation by the Union Government will no doubt invigorate the state’s youth to take up entrepreneurial occupations and transform Meghalaya into an economic powerhouse of North East India.

Govt of Telangana Signs 4 MoUs with the Adani Portfolio of Companies for over Rs 12,400 cr at WEF, Davos

Hyderabad: 18th January 2024: The Adani portfolio of companies, one of the world’s largest infrastructure conglomerates, and the Government of Telangana today signed four memorandums of understanding (MoU) for investment of over Rs 12,400 crore, at the World Economic Forum 2024. These were signed in the presence of the Chief Minister of Telangana, Mr Revanth Reddy, and the Chairman of the Adani Group, Mr Gautam Adani.

These MoUs will help build the foundations for the economic growth of Telangana that is green, sustainable, inclusive, and transformative.

Adani Enterprises Limited (AEL) will invest over Rs 5,000 crore in a 100 MW data centre, which would be powered by renewable energy, over the coming 5-7 years. AEL will work closely with local MSMEs and startups to develop a globally competent supplier base for the project. It would provide employment, both direct and indirect, to 600 people.

Adani Green Energy Limited (AGEL) will invest over Rs 5,000 crore to set up two pump storage projects (PSPs) –850 MW at Koyabestagudem and 500 MW at Nacharam.

Ambuja Cements will invest Rs 1,400 crore to set up a 6 MTPA cement plant in the next five years. The unit would be set up across 70 acres and would significantly enhance Ambuja’s capability. It will provide employment for over 4,000 people, both directly and indirectly.

Adani Defence Systems and Technologies Limited will invest over Rs 1,000 crore in 10 years to set up a comprehensive ecosystem for the research, development, design, manufacturing and integration of counter-drone and missile systems at the Adani Aerospace Park. The ecosystem developed through these projects would significantly enhance the defence capability of India and would employ over 1,000 people.

Why We Need Explainable AI

When you sit down at the end of the day to watch your favorite TV show, your streaming service will usually suggest other shows to watch. Those suggestions are based on the behavior of users like you, as determined by artificial intelligence and machine learning.

But how does the artificial intelligence model make that determination? How does it crunch the numbers behind the thousands of programs hosted on the streaming service’s servers? How does it process the data it has about you to determine which other users you are similar to?

Questions about entertainment may seem like low stakes, but artificial intelligence systems are being used in situations that can straddle life and death like self-driving cars and healthcare diagnostics. And those systems face similar questions, leading some to refer to AI systems as “black boxes.”

The explainable AI (XAI) movement has focused on helping people answer them, with the goal of building trust in AI results, while helping people understand its limits.

“Our first challenge has been making the public aware of the implications of using and trusting AI,” said IEEE Fellow Karen Panetta. “Having AI provide decisions that can impact people’s lives, careers, health or safety requires absolute clarity on how it arrived at these decisions and how humans should use the information.”

WHY DO WE NEED XAI?

Explainable AI is a hot topic. An article published in IEEE Access, titled “Peeking Inside the Black Box: A Survey on Explainable Artificial Intelligence” is one of the journal’s most frequently read articles. The October 2021 edition of IEEE Computer Magazine devoted several articles to the subject and interest has only increased in recent years with the release of powerful generative AI models and our growing reliance on AI in several industries.

According to the IEEE Access article, there are four main reasons for XAI: to show why an AI’s output is accurate; to prevent erroneous or biased predictions; to provide a pathway to improve the AI model; and to harness new insights in other fields of study.

WHAT’S THE RISK OF AI ERROR?

To understand why explainable AI is necessary, consider some of the risks of AI going wrong. In transportation, autonomous vehicles have mistaken humans for other objects, like plastic bags, leading to disastrous consequences. In healthcare, a machine learning algorithm was trained to predict which pneumonia patients needed to be admitted to the hospital and which could be treated in an outpatient setting. The algorithm came to the mistaken conclusion that patients with asthma were at lower risk of dying. In fact, patients with asthma tended to get more intensive pneumonia treatment and were more likely to live as a result. That result, however, did not provide guidance on what to do before treatment.

In finance, regulations usually require lenders to explain to applicants why they were denied credit. But if machine learning models applied to lending decisions are opaque, lenders may not know why the model denied an application for a mortgage.

WHY IS AI CALLED A ‘BLACK BOX’?

To IEEE Senior Member Antonio Pedro Timoszczuk, there are two reasons AI might be referred to as a “black box.” The first is that we cannot understand what’s going on at all. The second is that AI’s process is outside the human capability to visualize easily.

He believes it’s the second one. And this is particularly true for types of AI that mimic human cognition, like artificial neural networks. Essentially, AI functions by transforming input data from Point A into a specific output at Point B. The process involves various mathematical functions that organize and interpret the data, enabling it to be categorized or distinguished in meaningful ways.

The input data’s quality and variety significantly influence the outcomes. However, pinpointing precisely what happens inside the AI during this transformation is challenging. The reason is the vast number of dimensions AI operates in; it could be dealing with hundreds or even thousands of variables simultaneously. This complexity is what makes the inner workings of AI akin to a puzzle.

There’s an alternative perspective, though. Rather than trying to dissect the internal mechanics of AI, we can approach it systemically. This means starting with a clear understanding of the problem we aim to solve with AI, and carefully selecting the relevant data needed for this purpose. Avoiding unnecessary data simplifies the analysis. By examining AI from this systemic viewpoint, we can gain insights into its behavior and potentially trace back to the roots of any errors or unexpected outcomes.

To IEEE Senior Member Sambit Bakshi, calling AI a black box implies that its internal mechanisms aren’t understandable or interpretable. “If that were the case, then debugging or auditing could have been challenging. However, that is not the case,” Bakshi said. “There are several strategies that can be employed to understand and rectify the erroneous outcomes of an AI-based system. Model interpretation tools, such as feature analysis can determine the important features that can provide insights into what contributes more towards the model’s decisions.”

New Delhi, 18th January 2024: ActionAid Association (AAA) successfully hosted the National Conclave of Human Rights Defenders 2023 on 17th and 18th December at Vishwa Yuvak Kendra, Delhi, bringing together a diverse group of human rights defenders and activists from various corners of the country. The event served as a significant platform to celebrate the victories and acknowledge the challenges faced by community-based Human Rights Defenders (HRDs).

The opening session on December 17th provided the context, with Dr. Esther Mariaselvam, Associate Director of AAA, delivering an impactful opening speech emphasizing the pivotal role of HRDs and the potential of solidarity in breaking societal boundaries. KT Suresh, the Senior National Lead, expressed gratitude for those challenging societal norms and highlighted the need to maintain the spirit of inquiry among HRDs, reflecting on the four-year history of the conclave.

The plenary sessions thoroughly explored reflections from HRD conventions held in different states and regions. Participants shared valuable insights into the challenges faced, lessons learned and opportunities encountered throughout the year. “The discussions showcased the commitment of HRDs across states and regions to human rights causes, emphasizing the significance of collaboration and support in addressing challenges on a national scale,” said Dr. Esther Mariaselvam.

A dedicated session focused on the reflections and learnings from HRDs across different states and regions, shedding light on the challenges faced and the resilience demonstrated in addressing human rights, governance and social justice issues. The discussions emphasized the importance of collaboration to build people’s agency and protagonism and the role that civil society organizations (CSOs) and social movements can play, and collaborate.

Special addresses by Zakia Soman, Founder of Bharatiya Muslim Mahila Andolan, and Tanveer Kazi, Associate Director at AAA, highlighted the impact of majoritarianism on vulnerable communities and spoke about ways in which concerns of vulnerable communities could be addressed in 2024, emphasizing empathy, inclusivity and collaboration.

On the second day, the discussion centered on developing campaign plans, and learning from each other. HRDs organized themselves across states and regions into clusters and worked out plans to create a comprehensive strategy for pro-people initiatives, which would be called the People’s Agenda. These plans showcased a holistic approach, aiming to understand the multifaceted challenges faced by different communities and regions, drafting a People’s Agenda document that will emerge from a collaborative and inclusive round of discussions and hearings.

In the concluding session, the recognition and awards of Human Rights Defenders were a significant highlight of the event, Twenty-two HRDs from diverse regions were felicitated for their outstanding work. The HRDs were felicitated by Vrinda Grover, lawyer, researcher, and human rights and women’s rights activist, Agnes Kharshiing, human rights and women’s rights activist and President of Civil Society Women’s

Organization, A.S. Kumari Vijaykumar, social activist and Chairperson of the Tamil Nadu State Commission for Women and Dr Rajnish Kumar, a prominent Gandhian and peace activist. Speaking on the occasion, the guests honoured the HRDs for their contributions, emphasizing the importance of the rule of law, grassroots-level knowledge and collective efforts in the pursuit of justice.

The National Conclave of Human Rights Defenders concluded with a renewed commitment to advocacy and activism for the betterment of the people. Participants fond the proceedings of both days invigorating, enabling them to return with renewed dedication to their invaluable work and re-affirming the need to foster collaborations for a more just and equitable society.

SAF is considered to be the most important lever for decarbonising airline operations over the next few decades, before alternatively powered aircraft can be widely deployed in commercial operations. Compared to conventional jet fuel, SAF can reduce over 80% of carbon emissions on a lifecycle basis, depending on the SAF technology and feedstock used.

Cathay was among the first airlines in the world to announce a target of 10% SAF for its total fuel use by 2030.Since then, ituplifted SAF at Hong Kong International Airport for the first time in 2022, and successfully conducted its first overseas SAF uplifts on commercial flights at Singapore Changi Airport and Los Angeles International Airport last year.

The SAF Cathay used over the past year was made from used cooking oil and animal fat waste, and was made available by itsfuel suppliers, ExxonMobil and Shell.

Last year, Cathay and State Power Investment Corporation(SPIC) signed a Memorandum of Understandingto drive the further development of the SAFsupply chain in China.

In addition to increasing the use of SAF, Cathay’s carbon reduction roadmap includes fleet modernisation, operational efficiency improvements, leveraging on emerging technology breakthroughs to decarbonise aviation, and high-quality carbon offset projects. Mardani Khel, with its roots in Maharashtra, is a martial art form noted for its use ofthe Indian Patta (sword) and Vita (a spear unique to India) which gained prominence in the early 1600s. Emphasizing weaponry abilities, swift movements, and low stances, Mardani Khel is said to have been favoured by Maratha legend Shivaji andcontinues to thrive in the Kolhapur district of Maharashtra.

The First Prize in the prestigious competition goes to Shiv Rudra Mardani Akhada, of Shivaji Nagar, Pune. The Second Prize is awarded to Veer Yodhya Mardani Akhada in Kavathe, Kolhapur. Finally, securing the Third Prize is Veer NarveerTanaji Malusare Prachin Mardani Akhada of Hadapsar, Pune. Each winner represents a unique blend of tradition and athleticism, contributing to the rich tapestry of Indian wrestling heritage. The winners of the competition were awarded trophies, while all participants and their gurus (Vastad) received certificates, acknowledging their dedication to preserving this cultural legacy.
