BPCL Inks Strategic Alliances with OIL, NRL and FACT, to Drive Growth Across Refining, Petrochemicals, and Green Energy
Hyderabad, 29th October, 2025: At the 28th Energy Technology Meet 2025 in Hyderabad, Bharat Petroleum Corporation Limited (BPCL) signed three landmark Memoranda of Understanding (MoUs) with Oil India Limited (OIL), Numaligarh Refinery Limited (NRL), and Fertilisers & Chemicals Travancore Limited (FACT) in the presence of Shri Pankaj Jain, Secretary, Ministry of Petroleum and Natural Gas (MoPNG).

These collaborations mark a major step in BPCL’s integrated growth strategy across refining, petrochemicals, green energy, and logistics infrastructure reinforcing its commitment to a sustainable and self-reliant energy future for India.
BPCL OIL MoU for Greenfield Refinery & Petrochemical Complex
BPCL and OIL signed a non-binding MoU to explore collaboration in developing BPCL’s upcoming Greenfield Refinery and Petrochemical Complex near Ramayapatnam Port, Nellore (Andhra Pradesh).
With a proposed refining capacity of 9–12 MMTPA and an estimated investment of ₹1 lakh crore (US$11 billion), the facility will be a key pillar in India’s downstream expansion. The agreement includes the potential for OIL to take a minority equity stake in the joint venture.
“This collaboration marks a significant milestone in our journey to build world-class refining and petrochemical infrastructure in southern India,” said Mr. Sanjay Khanna, Director (Refineries) and C&MD (Additional Charge), BPCL. “The Ramayapatnam complex will reshape BPCL’s portfolio and strengthen India’s self-reliance in fuels and petrochemicals, in line with the vision of Atmanirbhar Bharat.”
Dr. Ranjit Rath, CMD, OIL and Chairman, NRL, added, “This collaboration aligns with OIL’s strategic diversification into midstream and downstream ventures, enhancing energy security and national value creation.”
The Ramayapatnam complex will include a 1.5 MMTPA ethylene cracker unit, the first in southern India, with 35% petrochemical intensity—among the highest in the country. Supported by the Government of Andhra Pradesh, the project is expected to be operational by FY 2030.
BPCL–OIL–NRL MoU for Product Pipeline & Logistics
In another key development, BPCL, OIL, and NRL signed a tripartite MoU to facilitate efficient evacuation of petroleum products following NRL’s capacity expansion from 3 to 9 MMTPA. The agreement covers a 700-km cross-country product pipeline from Siliguri to Mughalsarai via Muzaffarpur, with an investment of ₹3,500 crore.
The pipeline—jointly owned by BPCL (50%), OIL, and NRL—will transport MS, HSD, and ATF, strengthening supply infrastructure across eastern and northern India. The partners will also enhance BPCL’s depots at Mughalsarai and Muzaffarpur and develop new facilities at Singrauli, Korba, Khagaria, and Tatanagar.
BPCL–FACT MoU for Waste-to-Energy and Organic Manure
Furthering its green initiatives, BPCL signed an MoU with FACT for the supply and trading of Fermented Organic Manure (FOM) and Liquid Fermented Organic Manure (LFOM) produced from BPCL’s upcoming Municipal Solid Waste-based Compressed Biogas (CBG) Plant at Brahmapuram, near Kochi Refinery.
The plant will process 150 MT of waste per day, generating 5.6 MT of CBG, along with 28 MT of FOM and 100 KL of LFOM daily. The agreement will enable FACT to distribute high-quality organic fertilizers, supporting sustainable agriculture and India’s waste-to-energy mission.
The MoU was exchanged between Shri Manoj Menon, Business Head (I&C), BPCL, and Shri S. Sakthimani, Director (Finance), FACT, in the presence of Shri Sanjay Khanna and Shri Pankaj Jain.
