Budget 2024 Unveils a Symphony of Support for Agriculture, Arts and Health Sectors

Budget 2024 was unveiled yesterday, marking a significant turning point for India with careful fiscal planning and game-changing initiatives in several important areas. This bold financial plan includes data-driven techniques for unmatched growth together with significant resource allocation. A notable rise in the Minimum Support Prices (MSP) for agriculture has been made, addressing the issue of food security by providing free rations to 800 million people and providing crop insurance to 40 million farmers. 1.8 crore farmers gain from the Electronic National Agriculture Market, which integrates 1361 Mandis and enables a transaction volume of 3 lakh crore. Projects such as the PM-KISAN SAMMAN Yojana and the PM Fasal Bima Yojana offer 11.8 crore farmers direct cash support

In the cultural sector, the PM Vishwakarma Yojana, which would provide comprehensive support to craftsmen, will receive a ₹13,000 crore cash outlay over the next five years. With quantitative pledges, such as the opening of 45 new medical schools and the expansion of Ayushman Bharat to include ASHA workers, Anganwadi workers, and Helpers, the health sector experiences a paradigm shift. Essentially, Budget 2024 is a painstakingly designed road plan that combines monetary allotments with data-driven tactics to improve and revolutionise important industries, demonstrating the government’s commitment to promoting long-term prosperity.

Progress in Agriculture: Fostering the “Annadata”

A number of programmes targeted at boosting the backbone of our country, the farmers, put the agriculture sector front and centre. With an emphasis on empowering women, farmers, the impoverished, and young people, the budget prioritises raising Minimum Support Prices (MSP) when necessary to boost actual income in rural areas.

An important participant in the agricultural scene, Aroma Agrotech, praises the budget‘s imaginative emphasis on reviving the farming community. The sentiment is shared by Aroma Agrotech’s CEO and Director, Anshul Garg, who says,“Aroma Agrotech finds enormous inspiration in the ingenious and insightful evaluation in the interim budget 2024-25. The sentiment regarding the government’s commitment to the farmers, our ‘Annadata’. The PM-Kisan Samman Yojana and PM Fasal Bima Yojana sounds like the highlight of the Agricultural budget and Aroma will extend its unwavering support to implement the scheme effectively. We feel that this budget extends farmer-centric policies, support of income, risk coverage and the encouragement of developing technologies and innovative ideas through Agritech, which aligns perfectly with our core values and we are enthusiastic about building on the sector’s fast-paced growth by assisting these policies”

Renaissance of Culture: PM Vishwakarma Yojana

Investing 13,000 crore over the next five years, the PM Vishwakarma Yojana is the biggest financial commitment in the field of art and culture. This central sector programme, which covers 18 trades, was introduced in 2023 and offers comprehensive support to craftsmen and craftspeople.

Turning our attention to the arts, the Karabi Art Community is looking forward to a revival thanks to the PM Vishwakarma Yojana. This expectation is expressed by Punit V. Sood, Founder & Director of Karabi Art Community, who says “The PM Vishwakarma Yojana has the potential to completely transform the artisan and crafters community at Karabi Art Community thanks to its significant financial investment and all-encompassing methodology. The program’s dedication to providing comprehensive assistance, including monetary support, instruction, and exposure to contemporary methods, is a game-changing move. In addition to streamlining the registration process and bringing accessibility into the modern era, the biometric-based portal offers free registration, which benefits our community. This project has the potential to improve our abilities, give much-needed financial support, and create a growth-oriented atmosphere. Because the program covers a wide range of 18 trades, it is inclusive and benefits a diverse group of artisans. All things considered, the PM Vishwakarma Yojana is a shining example of empowerment, promising to strengthen and elevate our sector by providing us with the tools, information, and assistance required to prosper in a changing and cutthroat environment.”

Reimagining Health Services: A Comprehensive Strategy

By using the infrastructure of already-existing hospitals to construct more medical colleges, the health industry is undergoing a revolutionary agenda. Initiatives like the introduction of the U-WIN platform for immunisation management and the cervical cancer vaccination programme for females between the ages of 9 and 14 serve as further evidence of the government’s dedication to the health of its people. Notably, ASHA workers, Anganwadi workers, and Helpers will now be covered by the major healthcare programme, Ayushman Bharat.

Commenting on this Vincent Anthony D’souza, Co-Founder and CTO of MadVR Solutions said “The government’s goal of expanding medical colleges and making use of the hospital infrastructure already in place is in perfect harmony with our objective of using virtual reality technology to transform surgical education. The focus on preventative healthcare, in particular the campaign to vaccinate young girls against cervical cancer, is consistent with our overarching objective of enhancing patient outcomes and advancing medical education. The all-encompassing strategy for mother and child health care, in addition to the accelerated modernization of Anganwadi centres, aligns with our dedication to human-centred design in medical education. Ayushman Bharat coverage for grassroots healthcare workers and the integration of the U-WIN platform are two further benefits that promote a healthier society. This budget not only clearly advances our goals but also shows how important technology is to improving healthcare and education, which creates an environment that is ideal for our cutting-edge virtual reality solutions.”

The comprehensive vision for a more equitable, balanced, and successful future that is reflected in Budget 2024 recognises the critical roles that healthagriculture, and the arts and culture play in the development of the country. These strategic choices highlight the government’s dedication to promoting development and well-being in all spheres of society.

This encounter fuelled her passion for  shedding light on this lesser-known disease. Farida, the author, is a woman of many facets.  She has silently done a lot of impactful work for society.

Farida serves as an executive committee member of the Multiple Sclerosis Society of India- Hyderabad chapter (MSSI). This non-profit organisation works for the welfare of people affected by Multiple Sclerosis and is affiliated with MSIF (Multiple Sclerosis International Federation).

Multiple sclerosis (MS) is a chronic neurological disorder that affects the Central Nervous System [CNS]. It is a potentially disabling disease that is creating havoc in the lives of many families, informed Dr. Sudhir participating in a panel discussion that was organised before the launch of the book.  The panel discussion was moderated by Hari Mohan, a first-class cricketer, and former Ranji Cricket Player.

MS—Multiple Sclerosis patients no longer need to be called so, I call MS Patients Most Special patients, said Dr Sudhir Kumar, a renowned Neurologist currently working in Apollo Hospitals said.  Speaking about the book, Dr Sudhir said, this book has so many things which many doctors are not aware of nor any neurological books talk about.  The treatment goes beyond medication.  And those things which go beyond treatment are found in this book he said.

Meena Gupta said MS patients are not covered under Insurance.  So the theme for this year’s MS Day was #InsureMyMS.  She sought support for MS patients in getting disability certificates from the government without much hassle.

A video film was screened to sensitise people about MS at the beginning of the program

Though its prevalence was higher in the West, now there is a rise in these cases in India.  Eight to nine people per one lakh population is estimated to be suffering from MS.  India has a disease burden of roughly 2.5 lakh. The number is estimated to be higher than stated, as not many people are diagnosed due to the lack of awareness. Manish Sisodia’s wife is a well-known case of multiple sclerosis currently. The Telugu states have around 200 MS patients registered with the MS Society of Hyderabad.

MS is an auto-immune disease. The awareness about this condition is inferior to the public.  What many don’t know is that with the right diagnosis, timely treatment, care and support many people can lead long, active and healthy lives.

Farida Raj, a Mumbaikar relocated to Hyderabad (after marriage with Vijay Mohan Raj, a Ranji Cricketer and contemporary of Kapil Dev) and made Hyderabad her home for the past 41 years.

Farida has done a lot of work in the area of Specific Learning Difficulties (SLDs).  In the past, she authored three insightful books, BREAKING THROUGH, UNDERSTANDING LEARNING DIFFICULTIES and STRUGGLING MINDS, on the subject, aiming to empower both teachers and parents in supporting their children’s learning journeys. She has contributed extensively to the B.Ed Special conducted by IGNOU and RCI.

Noticing a gap in information for women who primarily read Urdu, Farida turned her attention to the reproductive and mental health of women. She penned articles and authored three books in the Urdu language, HAMARI SEHAT KI ZAMIN, ZAVIYE ZINDAGI KE and IZTRAB- e- ZINDAGI, addressing crucial aspects of women’s well-being.

 World Cancer Day

In an international meet in Paris on 4th February, 2000, under the leadership of International Union Against Cancer all countries took a pledge to work jointly to mitigate the growing problem of cancer destroying human lives across the globe because of its capacity to cause extreme suffering and death. That pledge is renewed every year by celebrating WORLD CANCER DAY on 4th February across the world based on a theme or slogan that highlights a particular area of concern in the fifth against cancer. Taking note that great many patients cannot afford or access the modern costly cancer treatment causing disparities in cancer care between different patient groups belonging to diverse socio economic and even geographical back grounds, the theme CLOSE THE CARE GAP has been chosen for a three-year period of 2022-2024.  On this occasion, Globally international organizations and governments engage to plan for future initiatives while locally health activists, cancer care workers from hospitals and voluntary societies organize events to spread awareness messages

About Indian Cancer Society: The Indian Cancer Society (ICS) was founded in 1951 by Dr. D J Jussawalla and Mr. Naval Tata as India’s first non-profit organization for cancer space. Recently a liaison has been established with Marwari Relief Society to treat cancer patients through Swasthya Sathi Programme.

We call on governments around the world to promote health equity, enhance cancer service accessibility, reduce disparities in cancer incidence and mortality, to finally Close the care gap

 Facts about Cancer

As per last official published report GLOBOCAN 2020, the number of new cancer cases diagnosed in  world 2020 was 19.3 million, and almost 10.0 million died due to cancer.

GLOBOCAN predicts that the number of cancer cases will increase to 28.4 million in 2040.

Worldwide, female breast cancer has surpassed lung cancer as the most common cancer (11.7%).

As far as cancer-related mortality is concerned, lung cancer is the leading cause, responsible for 1.8 million deaths (18%) followed by colorectal (9.4%), liver (8.3%), stomach (7.7%), and female breast (6.9%).

In India nearly 14 lakhs new cancer cases are annually recorded now. One in every 10 person      ( both male and female) in India living up to 74 years of age will develop cancer. The 5 most common cancers in India (by rank) are breast, oral cavity, cervix uteri, lung, colo rectum.

Nearly 9 lakh persons in India annually die from cancer.

Current cancer incidence rates for men and women in high-income countries (HIC) are three times higher than the incidence in low- and middle-income countries (LMIC). But because of disparity in treatment opportunities and delivery the mortality is higher in LMI countries.

About 30% of cancers occurring in India are preventable through smoking cessation and other measures. The spotlight now is on uterine cervical cancer of women. Cancer cervix is not only detectable easily at an early stage when 90% can be cured but can be prevented with a vaccine which is readily available and soon will be a part of National Immunization Programme by vaccinating school leaving girl students. “Today, we have the real opportunity, know-how and ability to save tens of millions of lives from cervical cancer – one of the most highly preventable and curable forms of cancer.”.

Innovations and commercialization in cancer treatment has brought in huge disparities in cancer treatment delivery and confusion in low SE groups in trying to follow western guidelines. That gap needs to be bridged by structuring patient friendly country wise practical guidelines.
